Headquartered in Willimantic, Connecticut, Community Prevention and Addiction Services (CPAS) is a non-profit agency that provides substance abuse prevention and treatment services to 22 towns throughout Northeast Connecticut.  These services include:
Education, prevention and early intervention
Referral and case management
Outpatient counseling
Residential services (intensive, intermediate and children's)
Cooperative living apartments
Detoxification
Psychiatric services

CPAS operates the Manchester Outreach Project, which has provided a variety of substance abuse and support services to low-income, homeless and indigent adults since 1992.  The project also collaborates with and acts as liaison to local merchants and landlords.
